{"id":81772,"date":"2021-11-01T16:49:09","date_gmt":"2021-11-01T16:49:09","guid":{"rendered":"https:\/\/theoutlier.co.za\/?p=81772"},"modified":"2025-11-17T17:43:49","modified_gmt":"2025-11-17T17:43:49","slug":"to-accelerate-the-rollout-of-the-covid-19-vaccines-across-the-continent-africa-is-taking-steps-to-boost-homegrown-vaccine-manufacturing-capacity-and-cut-its-99-per-cent-import-rate","status":"publish","type":"post","link":"https:\/\/outliereditor.co.za\/index.php\/2021\/11\/01\/to-accelerate-the-rollout-of-the-covid-19-vaccines-across-the-continent-africa-is-taking-steps-to-boost-homegrown-vaccine-manufacturing-capacity-and-cut-its-99-per-cent-import-rate\/","title":{"rendered":"How can Africa transform from a vaccine desert to a vaccine hub?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Long dependent on the world\u2019s wealthy nations for its vaccine supplies,&nbsp;<a href=\"https:\/\/www.standard.co.uk\/topic\/africa\" target=\"_blank\" rel=\"noreferrer noopener\">Africa<\/a> is building up its own vaccine manufacturing capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The continent\u2019s life-threatening reliance on imports and donated&nbsp;<a href=\"https:\/\/www.standard.co.uk\/topic\/vaccines\" target=\"_blank\" rel=\"noreferrer noopener\">vaccines<\/a>&nbsp;has been laid bare by the&nbsp;<a href=\"https:\/\/www.standard.co.uk\/topic\/pandemic\" target=\"_blank\" rel=\"noreferrer noopener\">pandemic<\/a>, with a painfully slow and stuttering rollout of&nbsp;<a href=\"https:\/\/www.standard.co.uk\/topic\/covid-19\" target=\"_blank\" rel=\"noreferrer noopener\">Covid-19<\/a>&nbsp;jabs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that\u2019s set to change, with&nbsp;<a href=\"https:\/\/www.standard.co.uk\/topic\/south-africa\" target=\"_blank\" rel=\"noreferrer noopener\">South Africa<\/a>,&nbsp;<a href=\"https:\/\/www.standard.co.uk\/topic\/morocco\" target=\"_blank\" rel=\"noreferrer noopener\">Morocco<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.standard.co.uk\/topic\/rwanda\" target=\"_blank\" rel=\"noreferrer noopener\">Rwanda<\/a>&nbsp;among several African countries forging ahead with the technology and infrastructure to manufacture vaccines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The need to play catch-up in this pandemic and to boost resilience against future outbreaks of infectious diseases has catalysed efforts to boost Africa\u2019s homegrown vaccine production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRelying on the West is not sustainable. Africa will always be at the back of the queue when it comes to accessing vaccines,\u201d says University of Cape Town senior researcher for the Vaccines for Africa Initiative, Dr Benjamin Kagina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCovid made the African continent realise that they are left behind and the only way they can stop that is by working together.\u201d<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Currently only a handful of African countries manufacture vaccines and few are involved with Covid-19 shots. Most of those carry out the end-stage production process known as fill-and-finish, where the product is processed, put into vials and shipped. Only&nbsp;<a href=\"https:\/\/www.egypttoday.com\/Article\/1\/107155\/Egypt%E2%80%99s-Drug-Authority-grants-VACSERA-Sinovac-vaccine-the-emergency-use\" target=\"_blank\" rel=\"noreferrer noopener\">Egypt<\/a>&nbsp;is producing a Covid-19 vaccine from scratch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New fill-and-finish facilities for Covid vaccines are being built in Morocco and Rwanda. Other existing fill-and-finish manufacturing plants in Egypt and&nbsp;<a href=\"https:\/\/www.standard.co.uk\/optimist\/vaccine-world\/covid-vaccine-inequity-africa-production-capacity-b951012.html\" target=\"_blank\" rel=\"noreferrer noopener\">South Africa<\/a>&nbsp;are being repurposed for Covid-19 vaccines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Africa and Algeria are the only African countries that have announced plans to produce the pharmaceutical ingredients to make Covid-19 vaccines from scratch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the World Health Organization (WHO) has hired South African startup&nbsp;<a href=\"https:\/\/www.afrigen.co.za\/\">Afrigen Biologics and Vaccines<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/www.npr.org\/sections\/goatsandsoda\/2021\/10\/19\/1047411856\/the-great-vaccine-bake-off-has-begun\" target=\"_blank\" rel=\"noreferrer noopener\">reverse engineer an mRNA vaccine<\/a>&nbsp;against COVID as close as possible to the version produced by drugmaker Moderna, whose vaccine formula has not been shared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of these manufacturing plants will start producing vaccines between early 2022 and 2023, working towards the African Union\u2019s goal of boosting vaccine production on the continent from 1 per cent of its vaccine requirements to&nbsp;<a href=\"https:\/\/africacdc.org\/news-item\/statement-on-the-remarkable-progress-made-by-several-african-countries-as-part-of-the-partnerships-for-african-vaccine-manufacturing-pavm\/\" target=\"_blank\" rel=\"noreferrer noopener\">60<\/a>&nbsp;per cent in the next two decades.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-medium\"><img decoding=\"async\" src=\"https:\/\/theoutlier.co.za\/wp-content\/uploads\/2021\/11\/GettyImages-1235833172-400x600.jpg\" alt=\"An employee at the Afrigen biotechnology company and Vaccine Hub facility, works in the manufacturing laboratory in Cape Town, on October 05, 2021.\" class=\"wp-image-81835\"\/><figcaption class=\"wp-element-caption\">An employee at the Afrigen biotechnology company and Vaccine Hub facility, works in the manufacturing laboratory in Cape Town, on October 05, 2021. &#8211; A South African biotech consortium is gearing up to make Africa&#8217;s first homegrown messenger RNA jab against Covid-19 in a bid to overcome unequal access to inoculations and help the continent towards vaccine autonomy. Photo: Rodger Bosch\/AFP<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The first vaccines were produced in Africa in the 19<sup>th<\/sup>&nbsp;century, with Vacsera in Egypt producing its first anti-venoms in 1881. This year,&nbsp;<a href=\"https:\/\/qz.com\/africa\/2019420\/egypt-races-to-produce-critically-needed-covid-19-vaccines\/\" target=\"_blank\" rel=\"noreferrer noopener\">the same company<\/a>&nbsp;became the second manufacturer of Covid-19 vaccines on African soil.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a lack of investment has held back vaccine development on the continent, says University of Cape Town professor Ed Rybicki, the director of its Biopharming Research Unit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfrica basically has not put anything like the resources needed into vaccine production as a continent \u2026 to do anything more than fill-and-finish, as that is the \u2018easy\u2019 part of the operation. This includes the nations with the two biggest GDPs on the continent: Nigeria and South Africa,\u201d he says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the hurdles is pharmaceutical licensing. There are three kinds of license agreements: fill-and-finish, voluntary and compulsory licenses, the&nbsp;<a href=\"https:\/\/twitter.com\/HealthJusticeIn\/status\/1429842561678680066\/photo\/2\" target=\"_blank\" rel=\"noreferrer noopener\">Health Justice Initiative<\/a>&nbsp;(HJI), a South African non-profit organisation, explains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fill-and-finish, the most common license to be granted to African manufacturers, allows a company only to package a pharmaceutical product into different containers or devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A compulsory license allows a drug manufacturer permission to develop a vaccine at an affordable price in a country, while a voluntary license is a contract between the creator of the vaccine and manufacturers that offer technology transfer allowing them to make either a licensed or generic version of a vaccine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fatima Hassan, founder and director at the HJI, said, \u201cthe current system of exporting vaccines and relying only on fill-and-finish licenses for this pandemic is not workable and leads to inequity on a grand scale, that is immoral.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One solution to this would be ratification of the&nbsp;<a href=\"https:\/\/reliefweb.int\/report\/world\/time-runs-out-break-trips-waiver-stalemate-protesters-us-and-eu-embassies-south-africa\" target=\"_blank\" rel=\"noreferrer noopener\">TRIPS<\/a>&nbsp;waiver which is currently under discussion at the&nbsp;<a href=\"https:\/\/www.devex.com\/organizations\/world-trade-organization-wto-44694\" target=\"_blank\" rel=\"noreferrer noopener\">World Trade Organization<\/a>. But it\u2019s a year since South African and Indian delegations tabled a proposal to temporarily waive intellectual property protections governing&nbsp;<a href=\"https:\/\/www.devex.com\/focus\/covid-19\" target=\"_blank\" rel=\"noreferrer noopener\">COVID-19<\/a>&nbsp;vaccines and therapeutics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During that time more than three quarters of the more than 6 billion vaccines administered worldwide have gone into the arms of people in wealthy countries \u2013 and the life-saving proposal remains stalled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So for now, fill-and-finish, or drug product manufacturing, is the only viable way for most African countries to start producing vaccines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you start at the very beginning (of developing vaccines) initially, it costs more. It demands more in terms of training and workforce development. And it takes longer,\u201d explains Africa Vaccine Manufacturers Initiative (AVMI) executive director Patrick Tippoo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo if you start with drug products, you get to the market quicker. You start making money quicker, which can pay for the investments that you will have incurred.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-600-wide size\"><img decoding=\"async\" src=\"https:\/\/editor.mediahack.co.za\/theoutlier\/wp-content\/uploads\/sites\/4\/2021\/10\/No-writing-on-countries-600x600.png\" alt=\"\" class=\"wp-image-81773\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The experience of the Covax initiative \u2013&nbsp;which promised fair access to Covid-19 vaccines for every country worldwide \u2013 highlights the need for African nations to quickly ramp up their own production and to have a say in how its vaccines are supplied.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Covax deliveries to Africa slowed to a trickle in May after India blocked exports by the Serum Institute to battle its own devastating outbreak. Since late June, with donations from the USA and Europe, supplies to Africa are ramping up again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Internationally funded Gavi, the vaccine alliance, created a public market for the purchase of vaccines for Covax and shifted vaccine production to India, said African Union special envoy for Covid-19,&nbsp;<a href=\"https:\/\/twitter.com\/IFC_org\/status\/1447970524160745478\" target=\"_blank\" rel=\"noreferrer noopener\">Strive Masiyiwa<\/a>, in an International Finance Corporation&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=vczOJgNw3Lo\" target=\"_blank\" rel=\"noreferrer noopener\">panel discussion<\/a>&nbsp;in October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe buyer (vaccine alliance Gavi) decided that Africa\u2019s vaccines would come from India. This was a strategic decision in which Africans had no say. But we find ourselves in this situation whereby when we got into a crisis \u2013 and India was in the same crisis \u2013 India said it would take care of its own people, and we went to the back of the queue,\u201d said&nbsp;<a href=\"https:\/\/twitter.com\/IFC_org\/status\/1447970524160745478\" target=\"_blank\" rel=\"noreferrer noopener\">Masiyiwa<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How can Africa stop this from happening again? While it may be too late for this pandemic, the continent is taking steps to increase manufacturing capabilities and facilitate the development of vaccines for emerging diseases, such as Ebola, Lassa Fever and Rift Valley Fever.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aim is to build capacity to manufacture 30 to 60 per cent of needed vaccines for future pandemics and 20 to 60 per cent of vaccines for routine immunisations, according to a report on Covid-19 by the&nbsp;<a href=\"https:\/\/mo.ibrahim.foundation\/sites\/default\/files\/2021-06\/2021-forum-report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Mo Ibrahim Foundation<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe continent must now seize new opportunities to fast-track further development and to accelerate regulatory processes,\u201d said Gavi in an emailed comment. \u201cIf countries can prioritise these measures, local production in Africa will become an essential part of how we prepare for the next pandemic.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is happening, and where?<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Southern Africa<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">South Africa is the only country producing vaccines in Southern Africa. There are two fill-and-finish factories, Biovac in Cape Town and Aspen in Gqeberha.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only the Aspen facility is producing the one-dose Johnson &amp; Johnson vaccines at the moment, which is being shipped to countries on the continent and in the Caribbean through the&nbsp;<a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2021\/08\/05\/africa-announces-the-rollout-of-400m-vaccine-doses-to-the-african-union-member-states-and-the-caribbean\" target=\"_blank\" rel=\"noreferrer noopener\">Africa Vaccination Acquisition Trust<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shauneen Beukes, Aspen\u2019s communications manager said, \u201cAspen has invested some R3-billion in the sterile manufacturing facility in Gqeberha in the Eastern Cape.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biovac, a state-partnered pharmaceutical company that supplies an assortment of vaccines, plans to produce the two-dose Pfizer BioNTech vaccine&nbsp;<a href=\"https:\/\/www.standard.co.uk\/optimist\/vaccine-world\/covid-vaccine-inequity-africa-production-capacity-b951012.html\" target=\"_blank\" rel=\"noreferrer noopener\">from the second half of 2022.<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/theoutlier.co.za\/wp-content\/uploads\/2021\/11\/GettyImages-1235313576-1024x684.jpg\" alt=\"\" class=\"wp-image-81839\"\/><figcaption class=\"wp-element-caption\">DAKAR, SENEGAL &#8211; JULY 11 : At the medical center PMI Medina in Dakar Senegal on July 11, 2021a nurse administers a dose of Chinese Sinopharm vaccine against Covid-19 (coronavirus) to a patient. (Photo by Frederique Lafargue\/Paris Match via Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is to manufacture&nbsp;<a href=\"https:\/\/www.pfizer.com\/news\/press-release\/press-release-detail\/pfizer-and-biontech-announce-collaboration-biovac\" target=\"_blank\" rel=\"noreferrer noopener\">100-million<\/a>&nbsp;doses a year for the African market using raw materials from Europe using&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=SvGnml25EFU\" target=\"_blank\" rel=\"noreferrer noopener\">a fill-and-finish license<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biovac also signed an agreement with US-based&nbsp;<a href=\"https:\/\/bhekisisa.org\/wp-content\/uploads\/2021\/05\/ImmunityBio-statement_COVID-19-manufacturing-announcement-FINAL_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Immunity Bio<\/a>, of which South African-born surgeon and billionaire Patrick Soon-Shiong is the chairman. This will allow Biovac to manufacture a Covid-19 vaccine being developed by&nbsp;<a href=\"https:\/\/bhekisisa.org\/wp-content\/uploads\/2021\/05\/ImmunityBio-statement_COVID-19-manufacturing-announcement-FINAL_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Immunity Bio<\/a>, which is currently in clinical trials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are also discussions with Johnson &amp; Johnson to evaluate the further expansion of capacity at the Eastern Cape site in South Africa to enable increased Covid-19 vaccine production<a href=\"https:\/\/www.aspenpharma.com\/2021\/09\/01\/aspen-increases-revenue-from-continuing-operations-by-12-to-r378-billion\/\" target=\"_blank\" rel=\"noreferrer noopener\">, including a possible license for Africa<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHO\u2019s tie-up with South Africa\u2019s&nbsp;<a href=\"https:\/\/www.afrigen.co.za\/\" target=\"_blank\" rel=\"noreferrer noopener\">Afrigen Biologics and Vaccines<\/a>&nbsp;is part of a $100 million plan to make a vaccine against Covid-19 close to the Moderna version. Once Afrigen\u2019s scientists have cracked the code to produce the vaccine on a mass scale,&nbsp;<a href=\"https:\/\/www.npr.org\/sections\/goatsandsoda\/2021\/10\/19\/1047411856\/the-great-vaccine-bake-off-has-begun\" target=\"_blank\" rel=\"noreferrer noopener\">WHO plans to pay the firm to teach others how to do it.<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">East Africa<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In East Africa,&nbsp;<a href=\"https:\/\/www.standard.co.uk\/optimist\/vaccine-world\/how-did-rwanda-vaccinate-quickly-rwanda-daniel-ngamije-covid-b960485.html\" target=\"_blank\" rel=\"noreferrer noopener\">Rwanda<\/a>&nbsp;has received funding to develop an&nbsp;<a href=\"\/rdb.rw\/ifc-government-of-rwanda-partner-to-develop-vaccine-manufacturing-capacity-in-rwanda\/%20and\" target=\"_blank\" rel=\"noreferrer noopener\">mRNA plant<\/a>&nbsp;with BioNTech,&nbsp;<a href=\"https:\/\/rdb.rw\/ifc-government-of-rwanda-partner-to-develop-vaccine-manufacturing-capacity-in-rwanda\/\" target=\"_blank\" rel=\"noreferrer noopener\">kENUP Foundation<\/a>&nbsp;and the International Finance Corporation. The facility will be built in Kigali.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The financing for the project will include end-to-end mRNA vaccine production and&nbsp;<a href=\"https:\/\/rdb.rw\/ifc-government-of-rwanda-partner-to-develop-vaccine-manufacturing-capacity-in-rwanda\/\" target=\"_blank\" rel=\"noreferrer noopener\">a fill-and-finish vaccination manufacturing plant.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with Senegal and South Africa, Rwanda is also on the shortlist for U.S. drugmaker Moderna\u2019s&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/modernas-search-african-site-set-intensify-chairman-2021-10-12\/\" target=\"_blank\" rel=\"noreferrer noopener\">planned mRNA Covid-19 vaccine factory.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uganda started building an mRNA vaccine manufacturing plant in&nbsp;<a href=\"https:\/\/twitter.com\/KagutaMuseveni\/status\/1412478255802765312\" target=\"_blank\" rel=\"noreferrer noopener\">July<\/a>, funded by&nbsp;<a href=\"https:\/\/deigroupinternational.com\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">Uganda\u2019s Dei Group International<\/a>. It should be finished in about four years, but it is not intended to produce Covid-19 vaccines.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">North Africa<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Algeria, Egypt and Morocco produce Covid-19 vaccines that they are exporting or plan to export to the rest of the continent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Egypt began producing a coronavirus vaccine using a&nbsp;<a href=\"https:\/\/qz.com\/africa\/2019420\/egypt-races-to-produce-critically-needed-covid-19-vaccines\/\" target=\"_blank\" rel=\"noreferrer noopener\">fill-and-finish licence<\/a>. The state-owned Vacsera company&nbsp;<a href=\"http:\/\/www.egyptcmnews.com\/story-z5044696\" target=\"_blank\" rel=\"noreferrer noopener\">produced<\/a>&nbsp;its first batch of one-million doses of Vacsera-Sinovac serum<a href=\"https:\/\/www.al-monitor.com\/originals\/2021\/09\/egypt-establishes-largest-coronavirus-vaccine-factory-middle-east\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;in July<\/a>, using&nbsp;<a href=\"http:\/\/www.xinhuanet.com\/english\/2021-05\/24\/c_139965508.htm\" target=\"_blank\" rel=\"noreferrer noopener\">raw materials<\/a>&nbsp;shipped from China and has since begun making the vaccines from scratch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company will begin to export vaccines to the rest of the continent from&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-23\/egypt-to-begin-vaccine-supply-to-african-nations-within-2-months?cmpid%3D=socialflow-twitter-africa&amp;utm_content=africa&amp;utm_medium=social&amp;utm_source=twitter&amp;utm_campaign=socialflow-organic\" target=\"_blank\" rel=\"noreferrer noopener\">November<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two other Egyptian companies,&nbsp;<a href=\"https:\/\/www.minapharm.com\/public\/NewsDetail.aspx?langParam=en&amp;NewsID=2549\" target=\"_blank\" rel=\"noreferrer noopener\">Minapharm<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.prnewswire.com\/ae\/news-releases\/rdif-and-pharco-agree-to-supply-25-million-doses-of-sputnik-v-vaccine-to-egypt-823006786.html\" target=\"_blank\" rel=\"noreferrer noopener\">BioGeneric Pharma<\/a>, have entered a partnership with the Russian Direct Investment Fund to produce&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/middle-east\/egypt-produce-russias-sputnik-v-rollout-expected-q3-statement-2021-04-22\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sputnik vaccines<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In September Algerian pharmaceutical company Saidal started bottling China\u2019s&nbsp;<a href=\"http:\/\/www.saidalgroup.dz\/galerie-media\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sinovac&nbsp;<\/a>vaccine. They aim to produce five million vaccine doses per month by January 2022 and to export vaccines to the rest of&nbsp;<a href=\"https:\/\/www.entv.dz\/benbahmed-algeria-intends-to-export-coronavac-vaccine-to-african-countries\/\" target=\"_blank\" rel=\"noreferrer noopener\">Africa<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same pharmaceutical company also signed an agreement to produce Russia\u2019s Sputnik V, with production scheduled to start at the&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-algeria-russia-vaccine-idUSKBN2BU3HG\" target=\"_blank\" rel=\"noreferrer noopener\">end of 2021.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morocco has signed an agreement with China to make&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/moroccos-sothema-produce-chinas-sinopharm-vaccine-2021-07-05\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sinopharm<\/a>&nbsp;for the continent using a fill-and-finish licence. The country will start producing vaccines for export in&nbsp;<a href=\"https:\/\/www.moroccoworldnews.com\/2021\/09\/344244\/morocco-to-start-producing-sinopharm-vaccine-in-december\" target=\"_blank\" rel=\"noreferrer noopener\">December<\/a>. Pharmaceutical company Sothema estimates that it will produce&nbsp;<a href=\"https:\/\/www.moroccoworldnews.com\/2021\/09\/344244\/morocco-to-start-producing-sinopharm-vaccine-in-december\" target=\"_blank\" rel=\"noreferrer noopener\">5-million<\/a>Sinopharm doses a month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And last November, Morocco\u2019s Galencia signed an agreement to produce Sputnik V.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">West Africa<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Senegal is in the process of building capacity to fill-and-finish a yet-to-be announced Covid-19 vaccine with&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/africa\/exclusive-boost-africa-senegal-aims-make-covid-shots-next-year-2021-06-06\/\" target=\"_blank\" rel=\"noreferrer noopener\">Belgium biotech group Univercells and the Pasteur Institute of Dakar<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October,&nbsp;<a href=\"https:\/\/twitter.com\/i\/status\/1448079788544040960\" target=\"_blank\" rel=\"noreferrer noopener\">Moderna&nbsp;<\/a>announced its plans to build a&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/modernas-search-african-site-set-intensify-chairman-2021-10-12\/\" target=\"_blank\" rel=\"noreferrer noopener\">vaccine facility in Africa<\/a>&nbsp;with Rwanda, Senegal and South Africa as the main contenders.
