{"id":83004,"date":"2022-07-15T13:58:29","date_gmt":"2022-07-15T13:58:29","guid":{"rendered":"https:\/\/theoutlier.co.za\/?p=83004"},"modified":"2025-11-17T17:43:03","modified_gmt":"2025-11-17T17:43:03","slug":"16-out-of-south-africas-28-by-elections-held-this-year-following-ward-councillors-deaths","status":"publish","type":"post","link":"https:\/\/outliereditor.co.za\/index.php\/2022\/07\/15\/16-out-of-south-africas-28-by-elections-held-this-year-following-ward-councillors-deaths\/","title":{"rendered":"Two-thirds of by-elections since November 2021 were because a councillor died"},"content":{"rendered":"\n<p>There have been 28 by-elections since the local government elections on 1 November 2021.<\/p>\n\n\n\n<p>16 of these by-elections were held because a ward councillor had died.<\/p>\n\n\n\n<p>A&nbsp;<a href=\"https:\/\/www.elections.org.za\/pw\/Downloads\/Documents-Election-Guides\" target=\"_blank\" rel=\"noreferrer noopener\">by-election<\/a>&nbsp;occurs if the courts set aside an election, the council dissolves, or a vacancy is created when the council member resigns or dies.<\/p>\n\n\n\n<p>Of the by-elections held since the local government elections, at least seven of the 16 ward councillor deaths appear to be murders. 11 of the by-elections followed resignations and party expulsions, and one by-election followed a\u00a0<a href=\"https:\/\/www.elections.org.za\/pw\/News-And-Media\/News-List\/News\/News-Article\/Candidates-contesting-Municipal-By-Elections-on-20-April-2022?a=AISDGvpz75ps1usOfX7oisDT+yV031eomsBbZ5Df7kA=\" target=\"_blank\" rel=\"noreferrer noopener\">court order<\/a>\u00a0to set aside the election results for a ward in the Enoch Mgijima Municipality.<\/p>\n\n\n\n<p>Four of the seven murders were in KwaZulu-Natal: two eThekwini councillors, one in Nongoma and one Umvoti councillor.<\/p>\n\n\n\n<p>Two were Nelson Mandela Bay councillors and one councillor was from the City of Johannesburg.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-600-wide size\"><img decoding=\"async\" src=\"https:\/\/editor.mediahack.co.za\/theoutlier\/wp-content\/uploads\/sites\/4\/2022\/07\/By-Elections-held_ao-600x600.png\" alt=\"16 ward councillors died since November 2021 local elections\" class=\"wp-image-83005\" \/><figcaption>16 ward councillors died since November 2021 local elections<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Ward councillors who died in, or just before taking, office<\/h3>\n\n\n\n<p>Two councillors died just before the local government elections were held and won their wards posthumously.<\/p>\n\n\n\n<p>The National Freedom Party\u2019s (NFP)&nbsp;<a href=\"https:\/\/www.news24.com\/news24\/SouthAfrica\/News\/charred-body-in-found-in-car-in-kwazulu-natal-believed-to-be-that-of-nfp-councillor-candidate-20211027\" target=\"_blank\" rel=\"noreferrer noopener\">Dumisani Qwabe<\/a>&nbsp;was killed a few days before the elections. Qwabe\u2019s name still appeared on the Nongoma ballot paper and he won the position as ward councillor posthumously.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.pressreader.com\/south-africa\/zululand-observer\/20211224\/281479279736977\" target=\"_blank\" rel=\"noreferrer noopener\">Arrests<\/a>&nbsp;were made in December following Qwabe\u2019s death, and a by-election was held on 2 February 2022 where fellow NFP member Bongukwazi Mbatha won the ward councillor seat.<\/p>\n\n\n\n<p>The ANC\u2019s Siyabonga Mkhize was shot and killed in Cato Ridge while campaigning in late October in the lead-up to the elections. He won the ward council seat in eThekwini posthumously. In a by-election in February 2022, his fellow ANC member Muzumuni \u2018Mzi\u2019 Ngiba was elected ward councillor.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.sowetanlive.co.za\/news\/south-africa\/2022-05-30-ethekwini-ward-councillor-arrested-for-murder-of-two-anc-members\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ngiba<\/a>&nbsp;and three other people were&nbsp;<a href=\"https:\/\/www.sabcnews.com\/sabcnews\/anc-in-kzn-disappointed-following-the-arrest-of-councillor-accused-of-murder\/\" target=\"_blank\" rel=\"noreferrer noopener\">arrested<\/a>&nbsp;in May in connection to Mkhize\u2019s death<\/p>\n\n\n\n<p>Ironically, Ngiba survived an assassination attempt in&nbsp;<a href=\"https:\/\/www.citizen.co.za\/witness\/news\/durban\/ethekwini-anc-councillor-survives-shooting-after-by-election-in-ward-101-20220315\/\" target=\"_blank\" rel=\"noreferrer noopener\">March 2022<\/a>&nbsp;when he was shot at leaving a committee meeting.<\/p>\n\n\n\n<p>Five councillors won their ward council seat and served only a few months. <\/p>\n\n\n\n<p>39-year-old ANC eThekwini councillor&nbsp;<a href=\"https:\/\/www.citizen.co.za\/witness\/news\/kzn\/anc-councillor-gunned-down-in-kzn-20220123\/\" target=\"_blank\" rel=\"noreferrer noopener\">Minenhle Calvin Mkhize<\/a>&nbsp;was shot and killed in his car in front of his home on 22 January. The ANC\u2019s Jeffrey Mchunu won the by-election held in April.<\/p>\n\n\n\n<p>Nelson Mandela Bay ANC ward councillor Wellington\u00a0<a href=\"https:\/\/www.iol.co.za\/news\/south-africa\/eastern-cape\/anc-councillor-killed-in-a-hail-of-bullets-in-kwazakhele-gqeberha-cfdd81e2-5658-46a7-9d50-4db4f99690a0\" target=\"_blank\" rel=\"noreferrer noopener\">Zwelandile<\/a>\u00a0Booi was shot and killed while driving in Kwazakele in February. One of the passengers travelling in the car with Booi was wounded in the attack. Fellow ANC member Mzimkulu Ngabase won Booi\u2019s ward council seat in May.<\/p>\n\n\n\n<p>Umvoti ward councillor Thembinkosi Lombo was shot and killed in Durban in&nbsp;<a href=\"https:\/\/www.citizen.co.za\/witness\/news\/kzn\/anc-supporters-demand-no-bail-for-accused-murderer-in-kzn-20220405\/\" target=\"_blank\" rel=\"noreferrer noopener\">February<\/a>&nbsp;after he left a council meeting. On 1 June 2022, the municipal council seat was won by the ANC&#8217;s Sphiwe Sihle Ndlovu.<\/p>\n\n\n\n<p>38-year-old Jo\u2019burg ANC ward councillor&nbsp;<a href=\"https:\/\/sowetourban.co.za\/98899\/slain-anc-ward-53-councillor-laid-to-rest-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ntaoleng Mpho Mofokeng<\/a>&nbsp;was shot and killed after two intruders entered his home in early March. In June, ANC\u2019s Ntshavheni Thovhedzo Mutavhatsindi won Mofokeng\u2019s ward council seat.<\/p>\n\n\n\n<p>45-year-old Nelson Mandela Bay ANC ward councillor&nbsp;<a href=\"https:\/\/www.heraldlive.co.za\/news\/2022-05-03-double-murder-rocks-nelson-mandela-bay-anc\/?utm_source=Arena+Holdings&amp;utm_medium=email&amp;utm_campaign=Double+murder+rocks+Nelson+Mandela+Bay+ANC+%7C+Armed+robbery+terror+ends+in+big+splash+%7C+Gqeberha+four+enjoy+60+years+of+brotherhood&amp;utm_term=http%3A%2F%2Fwww.heraldlive.co.za%2Fnews%2F2022-05-03-double-murder-rocks-nelson-mandela-bay-anc%2F\" target=\"_blank\" rel=\"noreferrer noopener\">Andile Andries<\/a>&nbsp;was shot and killed days before an ANC elective conference in May. His assistant \u2013 the acting ANC branch secretary \u2013 was also killed. One ward councillor died in a car crash, and seven ward councillors died with no mention of the cause of their death.<\/p>\n\n\n\n<p>The ANC\u2019s Koyose Lenah Phetha \u2013 a ward councillor for Mafikeng \u2013\u00a0<a href=\"https:\/\/www.facebook.com\/photo?fbid=279460930952863&amp;set=basw.AboCKgEQzi9SiDJtiFzWJsHLQ-r8btKVhhVNn4TUoD1U6iadT7x2ZhAUb42OKmIWmf8YLBOZQAuX8R3si_wFlkvLgme1jthIY-UGA20bal__kbZQd5sep92Rp8Hn2_zK_g988AcTOiBtPRRfydrMbOOhBhk79oUY3H5iQYIkJszMDA&amp;opaqueCursor=AboznHtCgCNmF__Q-c-Fk5_BMP6rY0LIFiRRTz0hkKmIq-jHDa4X4dN4xo8YdOs2Fku-lse0TA0LixzYaMpqLb8JAf33AUafYpIy1AiThMO2vUJ6DuVZDq5PtJ7t4E5lhV4nXb3eLIvTA23ESjpVLY44wIYfubnWeZ6hvV8uPJHRqvQm8s8XdAC9-pnNkqjr-_06sX4pb1Y8HqzepmV-8Cj5TcDe8I81ESpVIFZBTPZHNM0yuFXWCVt3hhPdOInvUPPNBD0ZmTbXBII-gCRT3WuIJDp6OSbyvGsWsY1kFihRzC7MSrV8xp2bvytVz2vZlrAEAdXG8Awwp6yBTtC2m7UryY1fVoL9nkB75nRwI_Qc_TO80NCAJ_xzgxZjo_2ozffInAtjSSiv8off8TRXKnklemRpt_OJ836oDawuC8fWLpMeTzS8DrGzpFPUXmJkCA4FIvWzWDgdzaZxsuiMPVqYpWqP2tzPvSvzL8otykbC3BZ7Md59l6yYXRVvalNM16ftSERphjVQZTLcAB1k0EFlcgMwy7GHrsEQERvwNdAC-UwOCWqS63PiebATJmLJ1_RvX8uCK25zfMqS9VSLVOXkePP1yYCPSVLxrGSmBUVoxLNR6wPv3-mUWk_r9g7VWTs\" target=\"_blank\" rel=\"noreferrer noopener\">died<\/a>\u00a0in February following an\u00a0<a href=\"https:\/\/www.citizen.co.za\/witness\/news\/kzn\/tributes-pour-in-for-ifp-councillor-yengwa-20220427\/\" target=\"_blank\" rel=\"noreferrer noopener\">illness<\/a>, according to a spokesperson for the municipality. The EFF&#8217;s Dedrick Mbali Phetha won the by-election in May.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Did political parties manage to hold onto seats in the by-elections?<\/h3>\n\n\n\n<p>Of the 28 by-elections, political parties retained their seats in 20 of them. In eight by-elections, political parties lost seats. Three of the seats, however, were won by the same candidate but under a new party banner.<\/p>\n\n\n\n<p>The councillors were&nbsp;<a href=\"https:\/\/www.dailymaverick.co.za\/article\/2022-07-06-incoming-matzikama-ward-7-councillors-job-unite-a-community-divided-by-politics\/\" target=\"_blank\" rel=\"noreferrer noopener\">Christo Jacoby Boks<\/a>&nbsp;in the Western Cape\u2019s Matzikama,&nbsp;<a href=\"https:\/\/www.dailymaverick.co.za\/article\/2022-03-17-ex-anc-councillor-in-mpumalanga-wins-back-his-seat-but-for-a-rival-party\/\" target=\"_blank\" rel=\"noreferrer noopener\">Paul Bodutu Mokgosinyane<\/a>&nbsp;in Mpumalange\u2019s Thaba Chweu local municipality, and&nbsp;&nbsp;<a href=\"https:\/\/www.news24.com\/news24\/southafrica\/news\/eff-victory-in-northern-cape-by-elections-spells-trouble-for-anc-20220421\" target=\"_blank\" rel=\"noreferrer noopener\">Olebogeng Samuel Tumodi<\/a>&nbsp;in the Northern Cape\u2019s Phokwane.<\/p>\n\n\n\n<p>Boks left the Patriotic Alliance for the Democratic Alliance.
