The vast majority of the data centres are clustered around Europe and the UK, in the United States and in China. 90% of the world\u2019s AI data centres are controlled by either the US or China.<\/p>\n\n\n\n<p>A <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=5312977\">new study from Oxford University<\/a> has sparked many and much-needed debates about the future of AI and who ultimately controls it and who has access to it. The entire continent of Africa, apart from a pocket South Africa, and most of South America has none of the infrastructure required to build, train and run AI models.<\/p>\n\n\n\n<p>As University of Pretoria\u2019s ABSA Chair of Data Science <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.linkedin.com\/posts\/vukosimarivate_africa-is-at-real-risk-of-being-left-behind-activity-7344078266409844736-Rf0I?utm_source=share&amp;utm_medium=member_desktop&amp;rcm=ACoAAAAAVZMBenuaigrtyf2xrEB-BV0rlSo-d4g\">Vukosi Marivate says<\/a>: \u201cThis divide isn\u2019t just about technology. It means limited innovation, lost competitiveness, brain drain, lack of data sovereignty, and the economic benefits of AI flowing elsewhere. Access to compute is no longer optional\u2014it\u2019s essential for digital sovereignty and for shaping our own AI future.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"810\" height=\"810\" src=\"https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/AiData.png\" alt=\"\" class=\"wp-image-90595\" srcset=\"https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/AiData.png 810w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/AiData-400x400.png 400w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/AiData-150x150.png 150w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/AiData-768x768.png 768w\" sizes=\"auto, (max-width: 810px) 100vw, 810px\" \/><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\ud83d\udcb0 Foreign interest<\/h2>\n\n\n\n<p>Foreign direct investment (FDI) in Africa jumped by a record 75% in 2024, according to <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/unctad.org\/publication\/world-investment-report-2025\">UNCTAD\u2019s World Investment Report 2025<\/a>. The increase was driven by a <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/timep.org\/2024\/03\/12\/understanding-egypts-ras-al-hekma-land-deal-no-panacea\/\">$35-billion<\/a> megaproject backed by the United Arab Emirates. When Israel launched its war with Iran, oil prices spiked amid fears of supply disruptions.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"810\" height=\"810\" src=\"https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Top-20-oil-producing-countries.png\" alt=\"\" class=\"wp-image-90598\" srcset=\"https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Top-20-oil-producing-countries.png 810w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Top-20-oil-producing-countries-400x400.png 400w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Top-20-oil-producing-countries-150x150.png 150w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Top-20-oil-producing-countries-768x768.png 768w\" sizes=\"auto, (max-width: 810px) 100vw, 810px\" \/><\/figure>\n\n\n\n<p>Part of that anxiety stems from geography: Iran borders the Strait of Hormuz, a critical maritime chokepoint through which <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.spglobal.com\/commodity-insights\/en\/news-research\/latest-news\/shipping\/061825-saudi-crude-oil-exports-via-strait-of-hormuz-near-2-year-high-as-israel-iran-conflict-unfolds\">a fifth of the world\u2019s oil<\/a> supply passes en route from the Persian Gulf to the Gulf of Oman.<\/p>\n\n\n\n<p>Six of the world\u2019s biggest oil producers \u2013 <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.spglobal.com\/commodity-insights\/en\/news-research\/latest-news\/shipping\/061825-saudi-crude-oil-exports-via-strait-of-hormuz-near-2-year-high-as-israel-iran-conflict-unfolds\">Saudi Arabia<\/a>, Iran, Iraq, Kuwait, Qatar and <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/maritime-executive.com\/index.php\/article\/straits-of-hormuz-traffic-separation-scheme-keeps-within-omani-waters\">Oman<\/a> \u2013 rely on Hormuz to export their oil, most of it bound for Asian markets.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"810\" height=\"810\" src=\"https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Map-of-crude-oil.png\" alt=\"\" class=\"wp-image-90599\" srcset=\"https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Map-of-crude-oil.png 810w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Map-of-crude-oil-400x400.png 400w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Map-of-crude-oil-150x150.png 150w, https:\/\/outliereditor.co.za\/wp-content\/uploads\/2025\/07\/Map-of-crude-oil-768x768.png 768w\" sizes=\"auto, (max-width: 810px) 100vw, 810px\" \/><\/figure>\n\n\n\n<p>ensions escalated further when the United States bombed Iran\u2019s nuclear facilities on 22 June 2025. Fears mounted that Iran would retaliate by blocking the strait.<\/p>\n\n\n\n<p>The Strait of Hormuz is the <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.eia.gov\/international\/analysis\/special-topics\/World_Oil_Transit_Chokepoints\">second-busiest oil transit route in the world<\/a>, after the Strait of Malacca. In 2023, 20.9-million barrels of crude oil and petroleum products moved through Hormuz daily, compared to 23.7-million through Malacca.<\/p>\n\n\n\n<p><strong>What would this mean for South Africa?<\/strong><\/p>\n\n\n\n<p>South Africa imports most of its petroleum and crude oil from Nigeria and Saudi Arabia.<\/p>\n\n\n\n<p>In 2023, South Africa imported $2.28-billion from Nigeria (46.1%) and $1.62-billion from Saudi Arabia (32.7%), according to Harvard\u2019s Atlas of Economic Complexity.<\/p>\n\n\n\n<p>In June 2025, Saudi Arabia was exporting <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.spglobal.com\/commodity-insights\/en\/news-research\/latest-news\/shipping\/061825-saudi-crude-oil-exports-via-strait-of-hormuz-near-2-year-high-as-israel-iran-conflict-unfolds\">7.2-million barrels per day<\/a> through the Strait of Hormuz. A blockade or disruption there would likely have pushed up global oil prices \u2013 and South Africans would have felt it at the pump, with rising fuel costs rippling through to transport, food and
